JBS operates NIA's two clearinghouses
to transfer its science-based information about aging and
Alzheimer's disease (AD) to health professionals, the
media, and the public—especially older people, their
families, and caregivers. NIA provides wide access to its
print and electronic materials through the following
- toll-free telephone inquiry
- referral and publications ordering service
- a dedicated Web site of AD information and news
- a searchable online database of currently recruiting
AD clinical trials
- two online publication ordering sites
Most of the publications are free and available
in several formats; a number are reinterpreted in Spanish;
and a few have been revised in plain-language versions. Visit

National Institute on Aging (NIA) Publications
Support
Client: Office of Procurement Management, National

NIA produces publications in English and Spanish,
including
- the popular "Age Page" fact sheet series
- in-depth booklets on aging research
- guides on Alzheimer's disease, exercise for older people,
talking with doctors, menopause, and working with older
patients
Under this task order, JBS provides dedicated
publications project support for writing, editing, Web site
development, proofreading, outreach, evaluation services,
and communications research. JBS also manages the various
subcontractors, including graphic design firms, freelance
writers, and printers that provide additional document development
and publications support to NIA.
Technical Support to Co-Occurring Disorders,
Drug Interactions and Emerging Issues in Opioid Addiction
Treatment
Client: Center for Substance Abuse Treatment,
Substance Abuse and Mental Health Services Administration,
Department of Health and Human Services
This project has two areas of activity: (1)
providing SAMHSA with expert advice on a broad range of clinical
and medical-legal issues in addiction treatment, such as the
abuse of prescription opioids and challenges to Federal confidentiality
requirements and (2) helping build the clinical and administrative
capacity of addiction treatment providers to address these
emerging issues as they affect the delivery of patient care.
JBS identifies and assembles relevant experts, monitors national
databases, analyzes data on emerging issues, reviews literature
and prepares annotated reviews, produces technical documents,
conducts special studies, and provides technical assistance.
Technical Assistance, Administrative, and
Logistical Support Services for Conducting Peer Review Meetings
for SAMHSA
Client: Center for Substance Abuse Treatment, Substance
Abuse and Mental Health Services Administration (SAMHSA),
Department of Health and Human Services
This 5-year contract provides comprehensive
peer review management support to SAMHSA's Office of
Program Services. Each year JBS is responsible for managing
and administering the peer review process for approximately
30 discretionary and cooperative agreement grant programs
involving review of approximately 3,000 grant applications.
Methods for conducting the peer review process include onsite
meetings, teleconferences, and field review approaches. Our
responsibilities include maintaining the quality, confidentiality,
and integrity of the peer review program; scheduling, conducting,
and documenting all reviews; and evaluating and improving
the review process.
Evaluation of NIDA's Public Information
Publications
Client: National Institute on Drug Abuse (NIDA),
National Institutes of Health, Department of Health and Human
Services
The purpose of this project is to assess NIDA's
effectiveness in developing and disseminating selected public
health information publications. These publications are designed
to promote the use of science-based evidence to improve drug
abuse and addiction prevention, treatment, and policy. JBS
has designed a multistudy evaluation effort for NIDA, based
on diffusion of innovations theory. These studies employ multiple
methods to reach diverse target audiences including qualitative
and quantitative data collection methods, such as mailed surveys,
Web-based surveys, e-mail surveys, conference surveys, focus
groups, telephone interviews, and semistructured interviews.
Target audiences for the studies include substance abuse researcher
and providers, teachers, community coalition leaders, Native
Americans and their intermediaries, public policymakers, public
health officials, and the general public.
Fetal Alcohol Syndrome/Alcohol-Related Neurodevelopmental
Defects (FAS/ARND) Center for Excellence
Client: Center for Substance Abuse Prevention
(CSAP), Substance Abuse and Mental Health Services Administration,
Department of Health and Human Services
As a subcontractor on CSAP's FAS/ARND
Center for Excellence, JBS provides technical assistance and
training support to the Center, focusing special attention
on FAS/ARND issues and needs within Indian Country (both urban
and rural). We assist in identifying promising practices and
programs (including prevention, screening, and treatment),
represent the Center at national and regional conferences
and meetings, conduct needs assessments, and design and deliver
culturally appropriate technical assistance and training.
CSAT's Knowledge Application Program (KAP)
Client: Center for Substance Abuse Treatment (CSAT),
Substance Abuse and Mental Health Services Administration,
Department of Health and Human Services
JBS directs CSAT's health communications
contract, the Knowledge Application Program, as part of a
Joint Venture. Under KAP, we develop information and technical
products for substance abuse treatment providers and related
professionals to help them adopt evidence-based practices
that are aimed at improving the quality of treatment available
throughout the Nation. Products include
- CSAT's flagship publication series, Treatment
Improvement Protocols (TIPs) and related collateral products
- treatment manuals that provide step-by-step instructions
for providers to implement treatment approaches
- periodicals
- products for use with clients and their families, including
products that we adapt and translate for use with clients
whose preferred language is not English
JBS also conducts market research, develops
and implements product promotion plans, and manages technical
assistance and training events that support adoption of evidence-based

Capacity Building Program Evaluation and Quality Assurance
Client: National Minority AIDS Council (NMAC), Centers
for Disease Control and Prevention (CDC) and the Health Resources
and Services Administration (HRSA), Department of Health and
Human Services (HHS)
Our program evaluation contract with the NMAC
is supported by two HHS Divisions—CDC and HRSA. JBS
designed a comprehensive program evaluation for NMAC's
Technical Assistance (TA) and Training Division including
the development of a logic model. The program evaluation incorporates
formative, process, and outcome evaluation activities. Both
CDC and HRSA are particularly interested in examining the
impact of capacity-building services provided to community-based
organizations by NMAC. Our current evaluation activities focus
on assessing the product and service efficacy of NMAC products
and services. Additional activities include the development
of online assessment tools and design of quality assurance
protocols for all TA and training activities.
